A matter keeps the rules it started under. When a fee or a requirement changes, open matters are not rewritten beneath your clerks. Moving one onto the new rule is a decision somebody makes, and the record shows who made it.

The record cannot be quietly rewritten
Every action lands on the matter with who did it and when, and nothing on it can be edited afterwards. A correction is a new entry, not a replaced one.
This is the one place where saying how it works is the argument. When a client asks why a filing went in on the day it did, you show them the record instead of reconstructing it from inboxes.
